Flat Tax - System for International Students

Unimore offers a simplified university fee system, known as the Flat Tax, designed for students residing abroad with foreign income and assets.


Instead of requiring complex, legalized financial documentation from your home country to calculate your economic condition, Unimore applies a standard, fixed ISEE level based on macroeconomic data.

How it Works

GDP-PPP Calculation

Your contribution tier is determined by comparing your home country’s GDP per capita—adjusted for Purchasing Power Parity (PPP) as reported by the World Bank—to Italy’s GDP.

Students from Developing Countries

If you come from a low-income or developing country (as defined annually by
the Italian Ministry of University and Research - MUR), your ISEE level is
automatically set to the lowest bracket. This grants you access to fee
exemptions or minimal symbolic contributions.
 

An Optional Choice

The FlatTax is designed to simplify your administrative process. However, it is
entirely optional. You always have the right to opt out and submit your full
official foreign income and asset documentation.

Fee reduction mode with full documentation

International (non-EU) students with income/wealth abroad may, as an alternative to the Flat Tax, present all the conventional translated and legalised documentation in order to be placed in the ISEE bracket corresponding to their actual status.
